The DV 2020 Program
The U.S. Department of State (DOS) is responsible for the DV-program and for the eDV website.
The program is administered at the Kentucky Consular Center (KCC). This Service Center was especially created for the DV-program.
Visa Applications are finalized at U.S. Embassies or U.S. Consulates. These are also part of the Department of State.
When you cross the U.S. border your papers are inspected by a Customs and Border Protection (CBP) Officer. CBP is an agency of the Department of Homeland Security (DHS).
Green Cards are issued by another branch of DHS handling immigration: the U.S. Citizen and Immigrant Services (USCIS).
Immigration and Customs Enforcement (ICE) is the DHS agency enforcing immigration regulations inside the U.S.

If you call from outside the U.S. you must first dial 001 – the code for the U.S. – and then the phone number.
