The Visa Application
You must submit Form DS-260 Online Immigrant Visa and Alien Registration Application. The Notice of Selection page will direct you to instructions that give access to this form.
It can also be accessed in the Consular Electronic Application Center (CEAC) at ceac.state.gov
If family members are immigrating with you each must complete a Form DS-260. A parent can complete the form for a child younger than 14.
Confirmation Page
Make sure to print the Barcoded Confirmation Page that you will see after you submit the form. You must bring this page with you to the Visa Interview. Otherwise you will not be admitted to the Embassy or Consulate.
Officially you do not need to bring the complete submitted Form DS-260 for your interview. However Consular Officers asked for it. Play it safe: take your copy with you.
Unlocking DS-260
If your situation changes after you submitted the Visa Application you can contact the KCC and ask to ‘unlock’ your DS-260 so you can change and/or add information.
You can also request unlocking the application if you realize after submitting the form that you gave an incorrect answer.
After you submit the revised form you will again see a Confirmation Page. You must print this page and also bring it to the Visa Interview.

For Selected Entrants already living in the U.S.:
AOS Applicants must also complete Form DS-260. It can however be prudent not to do this immediately but first asses the current Non-Immigrant Visa situation combined with the DV Case Number ranking and the ramifications of showing Immigration Intent.
